REGIONAL WORKSHOP ON FOOD TRACEABILITY AND FOOD SAFETY

BANGKOK, 28 NOVEMBER – 1 DECEMBER 2006

 

Background

Thailand and France are developing, within the ACMECS strategy, joint cooperation projects for the benefit of ACMECS countries (Cambodia, Burma/Myanmar, Laos, Vietnam and Thailand).

Under this program, a workshop on “food traceability and food safety”, opened to participants from ACMECS countries, will take place in Bangkok from November 28 to December 1st 2006.

Most Southeast Asian countries are agro-based countries. Volume of export of agricultural goods and poultry from ACMECS countries to E.U. have increased continuously. At the same time, food related crisis (such as mad cow disease, avian flu, level of dioxins, heavy metals, antibiotics in food…) have made consumers increasingly demanding in terms of food quality and safety.

In the case of the European Union (E.U.), stricter rules in terms of health certification and origin of food products were introduced in recent years. Some Southeast Asian countries which export food products to the E.U. have thus adopted a model certificate, which usually includes four aspects: identification, origin, destination, and health certificate of the product.

Health authorities in ACMECS countries have a duty to ensure trust in the trade of food products by using appropriate scientific and analytical tools in order to issue adequate certifications regarding safety and traceability to be used on domestic markets as well as for exports.

The workshop will focus on traceability, which is the tool used to determine the “path” followed by a product from its origin to its selling point.

Objective

This Workshop is designed to address the needs for food safety expertise and food traceability among the regulatory and scientific communities of governmental food safety agencies in ACMECS countries. The workshop will provide participants updates on E.U. regulations and learn from case studies in selected industries.

The content will cover the basic principles of food safety and lab techniques to evaluate safety. The participants will be encouraged to share their country information and experiences in food safety as well as to build network with their counterparts in other countries.

Selection

  • Up to 20 grants will be provided for participants from Cambodia, Lao PDR, Burma/Myanmar and Vietnam (CLMV) to attend this workshop.
  • Application forms will be sent to the Thai embassies. The list of applications will then be forwarded to TICA and the Regional Delegation of the French Embassy in Thailand for a joint selection of the participants.

  • Thailand International Development Cooperation Agency (TICA), Ministry of Foreign Affairs, and Regional Delegation of the French Embassy in Bangkok

Target group: middle-level government officials involved in food safety and food processing.

Qualifications

Applicants must:

  • hold at least a Bachelor’s degree in sciences, preferably with major in biology, and microbiology.
  • have at least one year of work experience in food processing and food safety.
  • have good command of English.

Support for CLMV participants under the Thai-French trilateral cooperation:

Fellowship grantees will be provided with the followings:

  • daily allowance
  • accommodation
  • travel arrangements, including airfare
  • training fees

** Please note that the participants must be in good health and are requested to take care of any expenses on health care and medical treatment.
