Dr. Chalinee Kongsawat  holds a Ph.D. in Agricultural Biotechnology from Kasetsart University, Thailand. She previously served as Manager of the Biosafety Division at the National Center for Genetic Engineering and Biotechnology (BIOTEC), under the National Science and Technology Development Agency (NSTDA), Ministry of Higher Education, Science, Research and Innovation (MHESI).

With over 20 years of extensive experience in biosafety management at both laboratory and industrial levels, Dr. Kongsawat has played a significant role in advancing biosafety standards, regulatory frameworks, and national guidelines for the safe application of modern biotechnology in Thailand.

She serves as Secretary of the Technical Biosafety Committee (TBC), which provides scientific and technical support to national regulatory authorities. In this capacity, she has contributed significantly to the development of national guidelines for the safety assessment of products derived from modern biotechnology, including genetically modified organisms (GMOs), foods derived from genome-edited plants, and cell-cultivated foods.

Furthermore, Dr. Chalinee has played a leading role in developing Thailand’s national guidelines for genome editing, supporting the establishment and implementation of science-based biosafety practices and regulatory approaches. Her contributions have helped strengthen the country’s biosafety governance and promote the responsible development and application of emerging biotechnologies.

Dr. Chalinee currently serves as Deputy Executive Director for Administration at BIOTEC, NSTDA, where she brings her extensive expertise in biosafety management, regulatory affairs, and organizational administration to support the Center’s strategic operations and institutional development.
